Theresa O’Halloran-Johnson, a Duluth Hillside resident for over a decade and
community activist, is running for Duluth City Council in the 3rd district. Theresa is a
social worker with St. Louis County supporting children with intellectual disabilities.
She has been a union member for over 15 years.


As a councilor, O’Halloran-Johnson wants to be sure resident concerns are heard
during upcoming Medical District expansions and other development opportunities that affect the 3rd District and our city. She wants access to safe and affordable housing,
involved neighborhoods, and wants to ensure dialogue between the business and art
community, encouraging a robust business community. “I have been walking through
the Third district nearly every day, to and from work, for over a decade. I want to make
sure the Third District is a safe, welcoming, and vibrant place for everyone who lives,
works, and visits here,” O’Halloran-Johnson said.


In addition to her community activism and work with individuals with intellectual
disabilities, Theresa enjoys volunteering at the Sacred Heart Music Resource Center,
Nordic skiing, hiking, camping, canoeing, reading, knitting and cooking. She graduated
from the University of Minnesota-Morris with a degree in liberal arts and human
services. She has three adult daughters, two of whom live and work in Duluth. Her
spouse, David Johnson, is a retired high school teacher. This is her first fun for public
office.
